Abstract
The current research seeks to analyze the issue of what characteristics and important information the best place to live brings for the decision makers of urban affairs. The method used is a descriptive-analytical method and it is a survey research. The tools used in collecting information include document study (documents, books, other internet resources) and field study including; (Questioning). The results of examining the views of citizens, managers and elites show that salaries and wages are the most important priority of urban planning activists in the realization of livability. After this priority, among the community of citizens and managers, Place attachment order, housing and rental market, accountability of city management, transportation facilities, sports facilities are among the priorities of livability index. Living expenses are considered among the most important priorities among managers and elites. Among the components of livability, activity ability and affordability are among the most important priorities of the seven components of livability. Therefore, the economic dimension of livability is the overlapping of the opinions of the three communities of citizens, managers, and elites. Urban management should make poverty alleviation or eliminating absolute poverty its main priority. After that, while relying on the sociological perspective of social relations, try Let's put the culture of citizen life without mass consumption on the agenda so that they can get out of the unequal competition of a better life and agree to the effort for social development and a common understanding of happiness as a collective c relationship.
