Abstract
Urban development plans have undergone procedural and substantive changes in the context of history. In developing countries, however, these developments have only been in the form of plans. In other words, urban development plans are still compiled and implemented in the same traditional style and context, which has caused the non-fulfillment of the goals of urban development plans, especially in strategic plans. Therefore, in the present research, it has been tried to investigate the factors affecting the realization of urban development plans on a global scale. For this purpose, a combined research method (quantitative and qualitative) has been used, firstly, the indicators have been extracted by studying study sources (plans, articles, theses, etc.) and then these indicators have been extracted using models Multi-criteria decision-making and use are rated by experts. The results have shown that in successful countries in the field of strategic planning, by paying attention and emphasizing the components of adaptability, harmony, communication and systematicity, realism, decentralized planning and transparency, they were able to realize urban development plans. Considering the obtained findings, it should be said that among the components proposed to identify the most important factor in the realization of urban development plans on a global scale, the component of realism and flexibility have received the most points.
