Abstract

Without the participation of elites in urban discussions, urban projects and programs have faced problems such as lack of commitment, communication problems, lack of transparency, incorrect policies and incoherence. The participation of elites in urban policy-making in Iran is generally ambiguous, and there are also shortcomings regarding the types of elites and urban creativity. The city of Qom is facing challenges and issues regarding the participation of urban elites. These problems include lack of suitable space for data exchange and participation of elites, reduction of their participation and lack of utilization of urban talents and creative capacities in participatory events and meetings such as workshops and summits. On the other hand, the participation of elites with expertise as a member of the urban society has a fundamental role in realizing the policy of the creative city and achieving the goals of this policy. By analyzing the current conditions of the creative city, building support capacities, and formulating appropriate policies, it is possible to reach the existing opportunities and analyze the needs of the community, increase innovation, establish communication and strengthen cooperation. In order to attract urban professionals, urban areas must have platforms for creative social and cultural activities, and by creating innovation and cultural centers, it provides the necessary facilities for increasing social participation and doing voluntary work. The purpose of this research is to explain the analysis of the effects of elite participation indicators in creative city planning and it was compiled in the scope of: Qom city. In this research, the method of collecting information is descriptive-analytical and applied. The statistical population under study is all the experts in this field and the snowball sampling method was used to select the samples. The questionnaire of this research was prepared using the opinions of 60 experts and elites. In this research, Dimtel method was used for data analysis. The city of Qom should benefit from the abilities of academicians, professors and researchers (social sciences, urban planning, geography and urban planning) by taking advantage of the appropriate collaborative platform of experts. Also, the elites can use the existing capacities in the city to propose new ideas in various fields such as technology, art and design and provide creative and artistic spaces and play an important role in improving the quality of life of citizens and urban development. The results show that the factors of recognition and evaluation of the urban community, transparency, participation in decision-making, expertise and experience, and communication with the urban community have obtained the highest to the lowest points, respectively, and are ranked first to fifth; The lack or reduction of elite participation in the planning of a city causes inconsistency in the implementation of creative and cultural projects at the city level; The attractiveness of the city decreases and it leads to the marginalization and demoralization of the general form of participation of the elites, and suitable opportunities are formed to increase the trust of the citizens in the presence of the elites, and this trust can lead to significant changes in urban decisions towards sustainable and advanced environments. . Elites with their deep experience and knowledge are able to provide innovative and creative ideas in various fields including architecture, urban design, technology, culture and art, etc. to city planners. This research was conducted due to the lack of comprehensive studies on the role and importance of elite participation in Qom city. Before that, extensive research in this field had not been done in this city. Therefore, considering the special importance of this issue and the urgent need to investigate it in the city of Qom, this research was conducted as an innovative investigation in this field and important and significant results were obtained. Also, this research can help the general society and local activists to understand and exploit the important role that elites play in urban development. The research helps the municipality and local decision-makers to apply the necessary improvements in the processes of elite participation in urban decision-making by considering its results and suggestions.
