Lack of encouragement and support of organizations and institutions, traditional hierarchical structure in the decision of urban institutions, resistance to changing new urban ideas, lack of communication and cooperation between the participation of urban planners and relevant organizations, lack of transparency between elites and urban managers, lack of determination Important strategies and goals as the direction and decisions of city planners have led to the decline of participation of city planners. On the other hand, the peaceful city movement has faced problems such as resistance to industries, investment barriers, traffic challenges, pollution, reduction of urban green space, etc. Having the necessary knowledge and expertise in the field of urban planning and urban design, urban planners play an effective role in implementing the principles of a peaceful city and play a significant role in improving the quality of life of citizens and help to create cities with a peaceful and balanced life. Therefore, the active and coordinated presence of city planners in the process of developing and designing a peaceful city is very vital and essential. so that the planning policies and structure are contradictory to the cultures and social behaviors of the cities; Therefore, it requires planning and decision-making with the participation of urban planners. In addition, with experience and technical knowledge, a more effective communication between urban planners is formed in the direction of interaction and cooperation of the local community, and the quality of life of citizens is improved, and it strengthens social connections and solidarity between people, and strengthens the sense of belonging to the neighborhood. make This thesis has been done with the aim of identifying the effectiveness of city builders' participation indicators in the formation of Aram city. In this research, in this research, the methodology is set based on the applied purpose and analytical-descriptive method. A combined library-field method has been used to collect information and develop theoretical foundations. For this purpose, a questionnaire was designed to identify the effective factors in the formation of Aram city. Confirmatory factor analysis has been used for this. The statistical population of this research included experts in various fields such as geography, urban planning, and urban management. From this population, 35 samples were selected using non-probability sampling. It was implemented in Bagh Faiz neighborhood of Panj Shahr district of Tehran in 1403. The sampling method in this research was purposeful due to the purpose of the research. For each index, effective factors have been identified and investigated. The results of the t-test showed that the mean of all variables was higher than (3) and the significance level was less than 0.5. is The validity of the questionnaire was confirmed by using the opinions of experts and urban planning experts, and its reliability was confirmed by Cronbach's alpha test of 954/. was calculated. Also, for the relationship between the variables and two-by-two comparison, he has used Dimetal's technique. The results of the research showed that providing opportunities for residents to participate in urban decision-making, paying attention to the diversity of social groups and their needs, will put the sense of belonging and social identity in line with the construction of a peaceful city so that the visual appeal in urban life will be more visible. Also, the use of new technologies, against the urban planning measures of urban experts, will better explain the consequences of the implementation of urban policies to create a slow and worry-free environment for the residents. Also, the variable of using new technologies in urban planning has had the greatest impact, and the use of new and innovative technologies in the processes of urban development leads to the improvement and optimization of urban development processes and the improvement of the quality of life of citizens. On the other hand, the variable of creating job and economic opportunities for the residents has been more effective and is very important in the economic improvement of the local community and will increase the satisfaction of the residents of Bagh Faiz neighborhood.
