ارائه استراتژی تاب آوری و ارتقاء حس راحتی در فضاهای عمومی و باز شهری با رویکرد انسان محور (مطالعه موردی بخش مرکزی شهر اورمیه)

چکیده

مقدمه: فضاهای باز شهری به عنوان مهم ترین مکان تعاملات اجتماعی محسوب می­شوند. اما گرایش به زندگی ماشینی، حضور گسترده وسایل نقلیه و تغییر چهره شهر به واسطه چیرگی اتومبیل بر فضای شهری، موجب شده که برخی فضاهای عمومی در مقیاس­های مختلف شهری اهمیت و نقش خود را از دست بدهند. اختراع اتومبیل و گسترش شهرها، به تدریج اولویت دادن به نقش عابر پیاده و فضاهای پیاده محور در شهرها و فضاهای شهری کمرنگ شده و از کیفیت فضایی عرصه­های عمومی شهر، فضاهای باز شهری و پیاده­راه­ ها کاسته شده است. خیابان‌های شهری عریض با حاکمیت خودرو و رشد سریع شهر و شهرنشینی باعث از بین رفتن مقیاس انسانی در شهرها، نابودی فضای باز شهری، افزایش تصادفات، کاهش تاب‌آوری و راحتی شهروندان می­شود. مجموعه این عوامل سبب شده است تا مقوله تاب‌آوری و انسان‌محوری در برنامه‌ریزی‌های شهری پررنگ و مورد توجه قرار گیرد. رهیافت تاب­آوری، ابعاد مختلف اجتماعی، اقتصادی، نهادی، کالبدی و محیطی را در برمی­گیرد. بخش مرکزی شهر اورمیه بافت­ قدیمی و تاریخی این شهر محسوب می­شود که ترکیب و تنوع کاربری زمین در این بخش (تجاری، اداری و خدماتی) مقصد بسیاری از سفرهای درون شهری شده است. در این راستا هدف اصلی این پژوهش ارائه راهکار و استراتژی برای افزایش تاب­آوری و ارتقاء حس راحتی در فضاهای عمومی و باز شهری با رویکرد انسان محور می­باشد.
مواد و روشها: پژوهش حاضر از نظر هدف، کاربردی و از نظر ماهیت و روش، توصیفی- تحلیلی است. ابزار گردآوری اطلاعات پرسشنامه محقق ساخته و داده‌های مکانی می­باشد. جامعه آماری شامل دو گروه صاحب‌نظران و شهروندان می‌باشد. در سطح اول از روش نمونه‌گیری هدفمند و در سطح دوم از روش نمونه‌گیری تصادفی استفاده شده است. جامعه آماری شهروندان شهر اورمیه و حجم نمونه در سطح اول 25 نفر و در سطح دوم با استفاده از فرمول کوکران 384 نفر بدست آمد. روایی پرسشنامه از طریق اعضای گروه اصلی و پایایی پرسشنامه ازطریق آزمون آلفای کرونباخ با مقدار 751/0 مورد تائید قرار گرفته است.
نتایج و بحث: یافته‌های تحلیل‌های مکانی تراکم کاربری تجاری و خدماتی پیرامون خیابان و میادین اصلی (خیابان امام، میدان ولایت فقیه و میدان انقلاب) را به روشنی نمایان کرد. این تراکم جاذبیت سفر به این محدوده از شهر را اجتناب ناپذیر کرده است. در حالی که شبکه معابر موجود ظرفیت تحمل بار ترافیکی تحمیلی به خود در طول ساعات شبانه روزی و ایام هفته را ندارد. در برابر این همه بار ترافیکی، وسعت و گستردگی پارکینگ‌های عمومی چندان مطلوب نیست؛ و این مهم مشکلات حاکم بر بخش مرکزی شهر را مضاعف می­سازد. نتایج حاصل از تحلیل عوامل مؤثر بر راحتی و تعاملات اجتماعی و نمودارهای اهمیت/ رضایت این عوامل از دیدگاه شهروندان نشان داد که اولویت اول راحتی از نظر شهروندان توجه به حقوق عابر پیاده با اولویت دادن در شبکه معابر و حذف سد معبر توسط مغازه‌داران و دست‌فروشان می‌باشد. به گونه‌ای که رعایت حقوق پیاده‌رو در معابر کمترین رضایت را در بین شهروندان نشان می‌دهد. همچنین نتایج نشان داد که برخی عوامل کلیدی مؤثر بر راحتی و تعاملات اجتماعی نیازمند ارتقاء و بهینه‌سازی و برخی دیگر نیازمند بازبینی می‌باشد.
نتیجهگیری: فضاهای شهری یکی از عناصر ساخت فضایی و هویت­بخش شهر است ولی چیرگی اتومبیل بر فضای شهری، موجب شده که برخی فضاهای عمومی در مقیاس­های مختلف شهری اهمیت و نقش خود را از دست بدهند. راحتی در فضاهای عمومی یعنی ایجاد محیط‌هایی که مردم با آرامش، رضایت و سهولت در فعالیت‌های روزمره خود از آن‌ها بهره‌مند شوند و احساس تعلق و رضایت کنند. مهمترین عامل راحتی در فضاهای عمومی و باز شهری رعایت حقوق پیاده‌روهاست.نتایج تحقیق حاضر قابل تعمیم به اغلب محلات شهری و نظام مدیریت شهری در ایران است و تأکید بر ضرورت توجه به حقوق شهروندی دارد.

Introduction: The urban open spaces are considered as the most important places of social interaction. but the tendency to machine life, the vast presence of vehicles and changing the face of the city due to the domination of the automobile on the urban space, has caused some public spaces to lose their importance in different scales of the city. invention of automobile and development of cities gradually became a priority for pedestrian and pedestrian - oriented spaces in cities and urban spaces and the spatial quality of urban spaces, urban open spaces and pedestrians were reduced. broad urban streets with car governance and rapid growth of city and urbanization cause the destruction of human scale in cities, destruction of urban open spaces, increasing accidents, reducing resilience and comfort of citizens. the collection of these factors has led to the attention to the issue of resilience and human - centered in urban planning. resilience approach includes different aspects of social, economic, institutional, physical and environmental. the central part of the city is the old and historical texture of the city that the composition and diversity of land use in this section (business, administrative and service) has been the destination of many internal travels. in this regard, the main objective of this research is to provide solutions and strategies to increase resiliency and improve the sense of comfort in public and urban spaces with human-centered approach.
Materials and Methods: The present study is an applied research and in terms of nature and method of implementation is descriptive - analytical. a researcher - made questionnaire was used to collect data. the statistical population of this research includes two groups of experts and citizens. at the first level, purposive sampling method and in the second level, random sampling method was used. the sample size in the first level of 25 people and at the level of citizens by using Cochran formula is 384. the validity of the questionnaire was confirmed by the members of the main group and the reliability of the questionnaire by Cronbach 's alpha test with the value of 0/751.
Results and Discussion: The findings of spatial analysis revealed the density of commercial and service users around the street and main squares (Imam street, Velayat-e Fagih and Enghelab square). this congestion has prevented the travel to this area of the city. while the existing street network does not have the capacity to withstand the imposed traffic load during the night and the weekends. in the face of this traffic load, the extent and extent of public parking lots is not desirable; and this important problems will double the central part of the city. the results of the analysis of factors affecting the comfort and social interaction and the importance / satisfaction diagrams of these factors from the viewpoint of citizens showed that the first priority is the convenience of citizens considering pedestrian rights by giving priority in the network network and removing the dam 's dam. in such a way that observance of sidewalk rights in the streets shows satisfaction among citizens. the results also showed that in some key factors affecting the comfort and social interaction, we need to improve and optimize and in others need to be reviewed.
Conclusion: The urban spaces are one of the elements of spatial structure and identity of the city but domination of the automobile on the urban space has caused some public spaces to lose their importance and function in different scales of the city. comfort in public spaces means creating environments that people enjoy and feel comfortable in their daily activities. the most important comfort factor in public and urban open spaces is observance of human rights. the results of this study can be generalized to most urban neighborhoods and urban management system in iran and emphasizes the necessity of paying attention to citizen rights.
